Parking fees in paid parking zone of Poland’s capital Warsaw are checked every day by 50 inspectors, 130,000 vehicles circulate daily in the center of the capital in search of a parking space.

Once they find a place, they stay longer. On average, an hour and 43 minutes,
over 9,000 of them decide not to pay for parking (the fine is just 12EUR).

50 controllers do what they can, but with such numbers, it’s not an easy task.

 

Challenges:

  • High percentage of people who do not pay for parking (approx. 7.5%)

  • Low efficiency of pedestrian patrols (controllers need about an hour to check 260 cars

  • Lower than expected revenues from parking fees (in 2018, revenues from parking fees amounted to only PLN 100 million)

  • System encouraging avoidance of parking fees (in 2019 the fine for not paying for parking was only PLN 50/12EUR)

  • Improperly issued tickets, resulting from a one-time inspection of the parking space (the patrol issues a ticket while the driver went to the parking meter to pay the fee)

  • The need to put fines ticket under the windshield wiper of the car

Solution: CITYSCANNER®

The Mobile MultiSensor™ in CITYSCANNER® makes it possible to determine whether a car has been parked at a specific location. By capturing and documenting the exact location of a vehicle (geodata, photo, timestamp) in two independent runs, it can be documented without any doubt that the car:

1. hasn't moved for N minutes == it was parked there

2. Was parked in a defined parking zone

CITYSCANNER® also scans the number plates of the vehicles that can be proven to be parked and automatically generate the complete data records to prove the process.

The image and video files recorded by the sensors and cameras are processed with special software and are therefore immediately completely anonymized. They do not contain any identifying information about recorded persons or other identifiers. This happens directly within the original documents and cannot be reversed so that the data ultimately stored is completely and irrevocably anonymized.

  • Compared to January 2019, the number of parking fees increased by 25 percent. The system verified and issued over 12,196 additional fees for unpaid parking.

Over 1.5 years of experience and analysis of the operation of the solution installed in Warsaw allowed us to make the necessary improvements, translating into improved efficiency, ergonomics and, above all, the functional side of the device. The four new vehicles are already equipped with the next version of the CityScanner 2.0 solution, which carries out the current activities much faster and has a greater development potential. With new functions to come. The new version also received a modern 50% reduced size, compact design.
