Case Study - Warsaw
CITYSCANNER® solution in Warsaw
Solution: CITYSCANNER®
The Mobile MultiSensor™ in CITYSCANNER® makes it possible to determine whether a car has been parked at a specific location. By capturing and documenting the exact location of a vehicle (geodata, photo, timestamp) in two independent runs, it can be documented without any doubt that the car:
1. hasn't moved for N minutes == it was parked there
2. Was parked in a defined parking zone
CITYSCANNER® also scans the number plates of the vehicles that can be proven to be parked and automatically generate the complete data records to prove the process.
The image and video files recorded by the sensors and cameras are processed with special software and are therefore immediately completely anonymized. They do not contain any identifying information about recorded persons or other identifiers. This happens directly within the original documents and cannot be reversed so that the data ultimately stored is completely and irrevocably anonymized.
High efficiency
High efficiency of the solution, one vehicle is as good as 10 foot patrols (two inspectors each).

Outcome:
Reduction of bureaucracy (the system automatically sends out payment requests without having to print them)
High efficiency of the solution (260 vehicles can be checked in 10 minutes)
More effective use of pedestrian patrols (they can select specific places indicated by the e-control system, e.g. where the availability of scanned registrations is limited)
Increase in payment of fees by approximately 10%
Lower number of errors and appeals against fines resulting from double-checking the same place in a short period of time
Non-violation of privacy (the image of drivers and information about the surroundings are automatically anonymized)
Control of every seat in Unguarded Paid Parking (SPPN) zones at least once a day
Flexibility of the new solution – in case of failure of one of the vehicles, the system can be installed on the next one
Compared to January 2019, the number of parking fees increased by 25 percent. The system verified and issued over 12,196 additional fees for unpaid parking.
"Currently, there are 3 city Scanner vehicles on the streets of Warsaw.
They traveled about 68 000 kilometers in the last year
and controlled more than 1,3 million cars. We are planning to acquire 4 more systems this year."
Rafal Trzaskowski
The President of The City of Warsaw
"Exactly a year ago paid parking zone E-controll vehicles (CityScanner) went on our city streets.
Thanks to it we sealed the system significantly
and the rate of unpaid parking stops dropped.
We estimate that the system is even 10 times more effective than foot patrols!"
Rafal Trzaskowski
The President of The City of Warsaw
"In a year, two, and then three cars for e-control at ZDM,
more than 68,000 traveled. km and inspected 1 342 313 parked vehicles.
This resulted in the issuance of 165,722 seats."
Jakub Dybalski
The spokesman for city transport department - ZDM
"It is a highly innovative system.
Only a few cities in the world have a similar solution,
but it seems that no one in the world is as accurate as Warsaw.
We plan to expand the fleet by a few more vehicles."
Jakub Dybalski
The spokesman for city transport department - ZDM
"The higher effectiveness thanks to the system is in every citizen's interest. Money saved thanks to the will be used to modernize towns road infrastructure and better the quality of living. "

Additional 4 cars equipped with Mobile MultiSensor™ CITYSCANNER® solution delivered to the streets of Warsaw.
Over 1.5 years of experience and analysis of the operation of the solution installed in Warsaw allowed us to make the necessary improvements, translating into improved efficiency, ergonomics and, above all, the functional side of the device. The four new vehicles are already equipped with the next version of the CityScanner 2.0 solution, which carries out the current activities much faster and has a greater development potential. With new functions to come. The new version also received a modern 50% reduced size, compact design.
So far, previously delivered systems traveled more than 130,000 km and inspected 6 267 683 parking lots.
The CITYSCANNER®system used in Warsaw is an innovative and much needed and effective solution, as evidenced by the ongoing consultations on extending the program to new districts. The system allows both to significantly increase the efficiency of checking parking lots and reduce the need to involve human resources.
